درسال 1358 در شهر سنندج متولدشد و مدرک لیسانس را ازدانشگاه کردستان، فوق لیسانس مهندسی آّبخیزداری را (رتبه 5  آزمون کارشناسی ارشد سال 1381) در دانشگاه تهران و دوره دكترای تخصصی (Ph.D.) علوم و مهندسی آبخیز-گرایش منابع آب را از دانشگاه تهران (رتبه اول آزمون دکتری تخصصی دانشگاه تهران در سال 1383) اخذ نمود و از سال1387 عضو هیئت علمی-دانشیار دانشگاه ارومیه می باشد.
